I wonder what date the liner has, I would expect to see a single banded/ reinforced alu liner in a smooth green DD Transitional, not a steel liner.
But what do I know

fuzzy decal close-ups are never very helpful.
Looks like the E Jutner decal which is expected on Austrian shells.
Tricolor is fine.
