It does look like the paint has a texture maybe sawdust? The maker is NS66. It could just be the rust coming through?

This helmet shows some strange contents.
What is that nr stamped on liner? Could you post a close up?
Then the paint appears to be very textured, much more than the usual...and I don't understand the color. A decal that is clearly not a Pocher rather similar to a so called Juttner (the ET variant).

i too echo a few concerns, Maybe the soldier was that proud he sourced a decal to show pride but he risked being punished as per regs, soldiers do push there luck and the paint is very rough. perhaps the roughest factory paint job i have seen.. Its not sawdust camo thats for sure. you know a sawdust when you see it..
