I disagree, it's a good decal that was factory applied. It has some wear on it, and I don't see any texture underneath.

Look at the black of the tri-color shield. There looks to be texture underneath it, as if the decal had been applied over a paint chip.

I see what you mean, and we can't tell for sure unless even clearer pictures are taken. I think they are just chips in the decal, that go down to the paint so it only looks like the decal isn't flat.
