good find, Norfolk ain't too bad eh,
just when you mention about the paint totally gone in spots and down to the bare metal, have seen this on lids before, (other than flakey paint, I don't know the ins and outs of why) but , lucky this one has been in the dry so its not caused it to rust, original chinsrtap too

I agree with Paul, you'll see it often.
I call those helmets "sesoned" as the different type of paints show clearly that they've been used during different seasons and certainly several years. Seing bare metal on those doesn't shock me at all: Sometimes several layers of paint are a worst protection for metal that only one and paint do chip easily then.
