German helmet line question

I found a size 68 helmet shell with a size 58 liner in it. The three liner rivets appear to be original with the helmet shell My question is was it normal to place smaller size liner in a larger size helmet shell?

This would not likely occur at factory production but certainly at more of a depot or unit level if the original liner had reason to be replaced (if damaged for example).

At one time I had a vet sourced FJ helmet which this was the case, having a liner which was for the next smaller size shell, never tampered with post-war.
