It's a pre-1945 fire/police/civic helmet. If it was cheap, I'd take a chance on it and hope it was some kind "volkssturm" helmet and not done for postwar use.

I can't tell what is covering it. Is it paint or what ? Could you see any sign of decals under the finish?

the helmet is painting and the paint seems old and is cracked
no decals under the painting
