1937 Otto Stephan?????

I have a 1937 dated chinstrap but cannot for sure make out the manufacturer. To me it looks like OTTO STEPHAN and the rest of it is obscured. I checked all my reference books but came up empty . Can anyone identify it and put a manufacture to it. Thank you for all the replies and information.
