Not much decals left to go on. Something like this needs an in hand inspection with an ADM scope, and just maybe you might be able to come to a conclusion.

My book "German Helmet Lot numbers 1939-1945 Ongoing Research Revision 3" by Brian Ice has a Heer with that lot #128 however it's not conclusive as I've got a heer with the same lot # as an SS in this book
