Civil Police?

OK I know that this is the M34 and that it was used by city police, firemen and other civil organizations. The thing that I have a question about is If it's police how come it's not black. The darker colour you see on it is the top layer of paint. Someone unfortunately sanded it down to the colour you see. The spots where they sanded too much you can see a bit of metal . Anyway, would anyone know?

Some M34 Civic Polizei helmets came in green, these are much rarer than the black ones..

Thank you Perry for the input. Now when issued a green would that mean that it was also for the city police or would it be issued to some police involved with the army or police at the front?Lubos
