Hi Ralph
IMO, it's German and post war (see the sweat band) and possibly military related. However, I have no idea whether it is connected to the DDR or the BRD.

I believe it is blue. It's an auction, and is listed as a "Luftwaffe Cap" Bids start at $4.

Maybe a West German fireman or firepolice cap.

If it is blue, than it is most likely post war German fire brigade. It is dark blue with pink piping. These are still in use with the Feuerwehr today.
