Sorry for the delay in replying.

While there is no banner with a date of publication, there are a number of refernces in the text to 1917 so it is conceivable it is from that year.

Here is a scan of part of the paper with the 1917 date. Perhaps one of our German speaking friends can tell us some of what it says.
