Is this German?

I've seen a couple of these hats pop up lately. Did the Germans or any of their allies produce or wear them? Theres another one being discussed on German daggers.com:

To tell the truth I like the material, lining, RBN stamp etc. It would just be nice to know what it is.

Hi Jim, It shares features of the rb'd "bustina" cap that was posted last week on the forum; such contractor rbn# and style of sizing stamp. In fact, It looks identical to it. As to what it is... No clue... looks like an economy pattern or unfinished Bustina to me. Looks period produced.
