Chinstrap Help

Hello,
There is a chinstrap listed on the E-stand right now that I am interestd in. It is being offered by Tarnmilitaria. I have seen his straps sell within minutes. This one has been there for a few days. I have a few questions:

1.) I am not familiar with this style buckle, is it good?

2.) What is the significance of the ink stamped numbers?

3.) Does the strap look like a good one?
