The liner is definitely bad. The straps are likely to be bad. The bolts look like they came from somewhere else (not original to the shell). Without a close up, I would bet the eagle is bad too
Sorry for the bad news, but I don't think it is worth investing your hard-earned money.

Hi Craig, Walter has summed it up correctly I think. The only value would be in the shell. Ok if it is very cheap, otherwise I would leave it alone.

I would also bet, without too much worries to lose, that the decal is bad. A poor repro as far as I can see. Very few good things in this collection...
