Help Needed Identifying Italian Rank Chevron

I recently acquired this very interesting Italian rank chevron (from Ebay of all places) and I am puzzled as to its period of wear and rank. It is the same size as the triangular chevrons worn by Mussolini and his Caporale d'Onore on their upper left dress jacket sleeves (it measures 18cm. high by 20cm. wide), but it has an eagle under the chevrons that is sitting on a branch/log vice clutching a fasces. Is this a pre-fascist Italian chevron and who would have worn such a rank during what time period? Thank you in advance for your assistance, Chris
