This is an "Arditi Cross", an unofficial commemorative cross for WW1 service in the famous Arditi Corps.
Not a fascist decoration itself, but is a fact that after the 1st World War many Arditi became black shirts.
Many copies of this rare cross exist, and I think that this one is one of those. -
