It has all the symbols of the period: royal crown, Savoy eagle, fasci, Savoy knots, cogwheel and 4 letters: A-R-C-I.
There are also numbers on the sides.

RACI = Royal Automobile Club of Italy (1927-1946).

I think an emblem to attest the payment of membership fees. You well know that unfortunately in Italy the homonymous club still exists today and it happily collects at regional level (we are now in full and ramshackle fiscal federalism) the horrifying tax of possession and circulation of cars.
