What kind of badge is that? Only for propaganda purposes?

it was used by O.N.B. Opera Nazionale Balilla , that was the fascist youth ,mainly was dress on the neckerchiefs as show in the photo .
Senesi was (and it is still in activity ) a Medal manufacturer in Milan, very beautiful and genuine item.
