Latvian insignia?

Does anyone know what these insignia are? Maybe Latvian Lieutenant?

Yes, they seems to be a pair of Latvian Armed Forces collar patches: cherry red infantry (or during german occupation Latvian Police battalions) for master sergeant with all above a diagonal stripe in silver bullion, the cross stripe in yellow cotton as used on the NCOs working uniform and gilt metal rank stars.
