Help with Bronze Mussolini Plaque

Just picked this up via a New Zealand auction, I assume it is a NZ vet bring back, approx. 11 cm high and mounted on a wooden board.

Any help as to an English translation, maker, year and any other historic information regarding the item appreciated.
