Need help ID'ing these cap badges

I picked these up from an estate today and have had no luck tracking them down. Well I know that the one is the 31st Infantry Regt, but other than that I have no idea what they did or where they were. Any help is much appreciated!

right II legion (Naples) badge for troop Port Militia three for the peaked cap and 2 for bustina (one fascio with number
two and two second model with fascio and alloy; the badge with anchor is for the arm tunic after substitute by the shield.
The motto is "Fede e Silenzio" (faith and silence) the total organic of this special militia in the 1934 was 800 soldier
and 40 officers; are rare metal badges because the staff is very low.
            cheers

"six italians, dressed in rather unusual diving suits and equipped with materials of laughably little cost have swung the military balance of power in the Mediterranean in favour of the Axis".
