it looks suspiciously like a theodolite base ... I think so.
I have one, but much more recent.

If I'm not wrong I think it is the support for the "Goniometro da artiglieria", an artillery device for the firing target..

My brother bought it on a flea-market since he thought I could use this one on my 81mm mortar. He knows little of these things...
