I have seen various renditions of this pattern insignia. I was told, by a former German soldier, that it was worn to designate the wearer as an Italian soldier who speaks German. It sounds plausable, but it is not confirmed.
Those I have seen normally have a much larger fascist insignia, only slightly shorter than the swastika.
