Well not Russian, Bulgarian or Serbian or KoY

as least one that I have seen before.

It is Cyrillic writing on it but I can't seem to match it up. The Green ribbon suggests Bulgaria but nothing matches

I see a device "virtue - honor", so not a cross from Eastern Europe in my opinion.

Looks a bit like the Order of Ratluk with Walnuts - of Order of the Cross of Takovo family -eh
