A friend has just picked these up and does not know what they are so I said I would post them here , they are supposed to have belonged to the guy on the card, thanks in advance for any help

the eagle is the the cap badge of PNF (fascist party 1938/43)
for an low rank of fascist city group (maybe an Segretario di Fascio )
the eagle have the body in silver and the wings and fascio
in gold (see the table) the other cloth badges is possible
are for the navy rank grade.
