The cap is not original, made from post war Yugoslac peoples army material.
I do not know about the rank. I like the button and insignias.

Sure zbiratelj knows JNA artifacts better than me and has spotted the fabric properly, but this headgear reminds me of a Bulgarian sidecap.
Whatever it is,
1 # the cloth has a greyish hue (on my monitor, at least) as opposed to the green or brown hues of the standard Ustaše o/s cap this one purports to be.
2 # it's not the pattern of the standard o/s cap Ustaše wore.
A sngle rosette indicates 2nd Ltn's rank , Ustaše officers being authorized to wear rank inisgnia on the left side of the o/s cap (but the insignias are EM&NCOs' quality here).
