Need some help on Dutch Jeugdstorm insignia

Hi all,

I picked this badge up recently together with a few other items. Definitely looks like an original Jeugdstorm insignia, but i have never encountered one like this before and i cant seem to find any info on this type of badge. Does anyone know what this is? Any help would be greatly appreciated...
