Czech President Emil Hacha asked permission from the Germans to raise an armed force to assist the police in the maintenance of order and security. The Germans agreed with the caveat that this force could not exceed 8000 members. In fact only about 7000 volunteered to become members. In May 1944 the majority of this government army was moved to Northern Italy in a passive role of building defenses. Many deserted to the Italian partisans. In late 1944 they were brought back to the Protectorate but their four year enlistment was over and few wished to reenlist.
