Help ID Italian sleeve shield

Picked this up over weekend with small group of insignia.
Cannot find any reference, my Italian knowledge is limited.
I'm a little confused since it has a crown + the fasces.

The Port Militia (Milizia Portuaria) was formed 1924 and guarded the main ports in both Italy and its colonies. It was controlled by the Ministry of Communications.
