It looks similar to what is called a camiciotto but without lower pockets. The giubba a vento which was also a pullover but of windproof material and has no lower pocket like yours, but has different attributes besides the different material.
I can't comment on the insignia, but the markings shown are hokey as far as the palm tree deal. Can we see clearer shots of the Italian markings if any.Comment

At first glance it doesn't look as Italian.The camiciotto sahariano, was very
different in the cut and in the cloth.Send pics showing the Italian markings if any, but I doubt it is Italian.
