The flag is for cavalry veteran who fight in Russia. They partecipate at last cavalry fight at Isbuscenkij, most of all was KIA.

This is the Original Bandiera di Combattimento (combat flag?) in Russia.
The flag was gifted to Umberto II of Savoy (last king of Italy) on 1950.
