Yes, is a navy tally for Guardia di Finanza (a sort of, in this case, border guard), not navy (Regia Marina).
I like it very much!
In the second picture, badge for Milizia Contraerea (fascist flack) 6th Legion, Merit cross (very common & poor condition), Shield of 27th Sila division (composed by 15th & 16th Fantery regiment Savona & 27th Artillery Regiment Sila). The 4th badge isn't italian, I think it is checz.

Bruno is correct. The small badge on at the bottom of your second photo is a miniature Czechoslovakian aviation badge. Looks like most the finish is gone so difficult to tell if it is a Pilot or an Observer badge. Could you post a shot of the rear?
