It is an Italian Royal Navy pin.
R.INC.AUS.LAGO TANA-MAR IONIO 16.3.XIX stand for:
Regio Incrociatore Ausiliario 'Lago Tana'- 'Lake Tana' Royal Auxiliary Cruiser-Ionic Sea, March 16 -1941 (19th year of the Fascist era).

I would like to ask if pin like this one is official pin or unofficial.Also who can wear pin like this one and who awarded pin like this one.Also to whom.

It is an official pin, generally worn on civilian clothes on the left sleeve.
However, not uncommon to see these enameled pin badges, pinned
