Hello Ironcrown , your friends shoulder board is for NCOs & Officers of Blackshirts Divs in the Colonies/Africa , the one in question is i beleive for a Consul & would have had the same rank stars & in some cases piping to match on (ie crimson = Medics etc) headdress worn !..dates from about 1935-38 .
