Maybe it is. I just sold one that I have owned for 35 years for a couple of hundred dollars, I guess as usual I was way low. I know that all of the few that I have seen have been in the size for an adult so maybe HJ Leader, the Party “stuff” all kinds of run together for me at a point so if there is no documentation that SA wore these I would defer an unlabeled one to HJ in that style and color.
