IMO you have a nice armband with an unusual inscription that will add appeal for some collectors. Usually we see flags with writing on them and it is hard to imagine anyone except maybe one's sister someone might give a dedicated souvenir to as the armband does not say "I love you" or give a girl a warm fuzzy feeling.

Good original armband. The period writing doesn't really devalue it but will make it more attractive or less attractive to specific minded collectors.
