WH tropical shoulder straps NCO red piped

I do have them for a while and was always questioning myself ...
Made with 2 different types of sandish colour cotton ( top and strap )
and brown wool+light shirt kaki cotton on the back .
For who ?
For the Heer tropical jackets made in sandish colour instead of greenish colour ?
