Both eagles to the left on darker material have a blue tinge,
The Panzer eagle in my opinion could be KM administration

i do have 2 or 3 km admin eagles so know what they are ,this is a standard panzer officers black wool backed eagle as is the km one the only reason that they are called panzer generals is normally the owner/dealer rates them at big money.i would believe it if i saw a un messed panzer wrap with one on ,but in the past i have seen km tunics with them on and as i have said in the past try buying a Marine art breast eagle and you will find they are all generals as well.
