Heer early pattern breast eagle on possible tunic piece for review

I got this in a bulk buy a few months ago. I'm not sure on this one, as the pattern is in fairly rough shape. It's an early pattern eagle for sure, and it appears to be sewn to a tunic piece. If it is a cutoff, it is cut very closely to the eagle though.

I'm all ears in this one.

Your eagle is a good example of the pre-war breast for the enlisted and NCO Waffenrock. The come like this already attached to a piece of material. The background color of the eagle itself can very from a tan to a green or bluish shade. Sometimes collectors without good info have called them flat wire DAK officers' eagles. They are not scarce.

Thank you for the reply. I knew it wasn't DAK for sure, and it seems trimmed too neatly and closely to be a cutoff. The stiffening material seemed tunic-like, so that threw me off.
