Uniform material looks Luft, as does the eagle peeking it's wing at me. Orangish would make it Feldgendarmerie, LW Field Police. Pictures do make it look more Red which would be Flak. Judging by the condition of this lone Schulterklappe I would venture it a washed out Flak Hauptmann's.
