Could be anything...TeNo, NSKK, NSB-WA, Germaansche SS used...etc...
Not always with official branch tags , especially if outside of Reich...
The very high waist / tall fly makes me think definitely foreign tailoring...Un-Germany looking.
Even foreign tailors used German hardware like buckles...
