This garment would be referred to as an anorak. A Windbluse is a button-up coat made of a similar material.

It is an 3-chest pocket anorak pullover, metal cuff buckles appear missing and no white reversible underside which is strange. Is there any markings under the fly or hood anywhere?

Wind jackets were usually button front (not pullover) double breasted with 2 deep lower pockets and 2 smaller upper hand warmer pockets, and normally non-reversible.

The white colour is simply gone , nothing strange with that , seen often .
The sleeves lower adjustment bands are missing .
