From this picture, I can't tell you too much about the shirt, but the triangle and the rune patch are not correct. Wien schools, there were two and would have had the name of the school hyphenated after the Wien name. Also, the construction is not correct. There was NO NPEA Wien school without the other designation.
As for the green rune patch, it should be white rune on black for the NPEA and on a black uniform for that age group.
