Breast Eagle - Gold

This breast eagle has never been sewn on a uniform and is in mint condition. It is on a black material (Navy?) and measures 11cm across. Can someone tell me what branch and rank this was used for, thanks.

The main giveaways are the "dots" on the chest and the fact that there is no "X-ing" or cross-hatching on the wreath
