3. row is it the year released from factory? acceptet heer 1939?
size is it in top row?

"H" is for Hannover, not Heer. That is the depot. And you are correct, 1939 was the acceptance year (and presumably year of manufacture).

All of those other markings are the various dimensions of the coat.
