Looks like a very early Heer officer's eagle.

It very well could be an early Heer officers breast eagle or maybe an early sonderfuhrers.

The backing looks field grey to me. Not justice.

Sonderfuhrer eagles are on a blue grey more similar to LW wool. This looks to me like a faded green base. Based on the form of the eagle, I am not sure it is very early. It may be foreign made and later in the war.
