German army collar insignia unissued rolls...How many tabs are normally in a roll? These have a couple cut off I am sure and the old tag states 87 pair...Also, what waffenfarbe is this? Ordnance?

Apologies, I am not used to seeing these not attached to their backing. Orange was the Waffenfarbe of Recruiting prewar, when most Waffenrocks were manufactured. Here is a recent submission from another thread of a recruiter from Wehrkreis 9:
