      Yes, they are Army Administration (Heeresverwaltung) and have never had the "HV" insignia applied.

        I believe the light blue secondary color was for Justice officials if I am not mistaken.

            Light Blue Nebenfarbe on Dark Green is Feldpolizei Sekretar .

              Feldpolizei would have light blue piping between the Russian braid not dark green. The boards shown are for Heeresjustizbeamte.

                Hi Larry
                I think you boards are HV because of the CYPHERS. Accordingly cornflower blue in he middle of could also be GFP( See illustration below) and these also came in Russia braid type as well. Remember boards without Cyphers started the thread.

                    Brian L Davis is incorrect.....

                    As per the GFP Field manual dated 24 July 1939:

                    Uniform of the GFP: The officials of the GFP wore the same basic uniform as the active officials, but with the following deviations:

                    Nebenfarbe hellblau

                    Shoulder boards:
                    With the hellblau upper backing and with the Latin letters GFP in either gold or white metal.
                    a: Shoulder boards with officer rank, with hellblau cords instead of the usual dunkelgrün.
                    b: Shoulder boards for those with NCO rank, with hellblau cords instead of the usual dunkelgrün.

                    Collar Tabs:
                    Of the adopted design according to careers, with hellblau on 3 sides
                    a: Litzen of the elevated and medium careers were with hellblau centers.

                    Officials with Generals rank:
                    With the insignia as generally worn to denote General's rank: center cord of the shoulder boards with hellblau threads instead of the usual dunkelgrün "V".

                        The illustration in the Davis book is known to be an error based on using black and white illustrations that did not show the inner braid color. The little description in Uniformmarkt ? also appears wrong. GFP boards uses the light blue braid as Larry indicated.
