Confusion about straight black pants w/green Generals stripes

    Hello gents,
I was offered to buy this pair of straight Admin Generals pants, but there is a lot of confusion about it. First, its pitch-black, why would an Army General wear black pants? The buttons are French, OK, made in France during the occupation, but two different types of buttons? Moreover, there are two Russian stamps, perhaps from a Museum or theatre. The green stripes look like done by an expert tailor, OK. But someone let out the seam and that is clearly visible and looks like done not too Long ago. Also, I never saw a short interior front belt like used here.
Questions over questions, anyone out there who can bring light to this?
    Thanks
    Harry

The Russian stamps are wardrobe inventory stamps. From a museum or perhaps theater I guess (where lots of uniforms, headgear and equipment ended after the war).

I do not think they are Army, maybe some sort of formal dress for a police General or another organization

Clearly not Wehrmacht as Johnny R stated - admin generals of the Wehrmacht wore red stripes! Even towards the end of the war, when several general ranks had to change their insignia to their respective branch color, only the TSD and the Judicial branch wore stripes in branch color. It was different with the Luftwaffe, they were a bit more conscious about the color combinations so those administrative generals wore green Lampassen...

Well, I took up Johnny R´s hint and it looks like he was right! Generals of the Ordnungspolizei (ORPO) had black pants with green Lampassen, so I guess that is what I have here. Good job Johnny

That was an educated guess based on the green color. Very rare pants I would imagine.
