Are these tabs for pre war wrappers?

The piping and skull material indicates the period of manufacture.
WOOL piping & ALUMINUM skull would indicate Pre war
Synthetic Rayon & ZINC skull would indicate wartime manufacture.

As with everything, there are often exceptions.
